The profiles range from lifestyle micro-influencers (12,000 subscribers) to tech creators with over 800,000 subscribers. Here are the key points we identified in the field.

The Emirates' legal framework for digital content has evolved considerably. The National Media Authority (NMA), which replaced the Media Council in December 2025, now oversees all regulations applicable to content creators operating in the Emirates.

Licence required for all paid activities

Any activity generating income in the Emirates requires a legal basis consisting of two distinct elements: a trade licence covering electronic media activities, and the Advertiser licence issued by the NMA. The absence of either of these documents exposes designers to sanctions as soon as the first breach is noted.

A point often overlooked: Emirati law makes no distinction between income in cash and benefits in kind. Gifts, travel offers, hotel stays or exchanges of services legally constitute a form of remuneration. A designer who accepts a stay offered in exchange for a publication is subject to the same obligations as a designer who invoices his services directly.

This obligation applies even when the income comes from abroad, as long as the activity is physically carried out from the Emirates. Legal structuring generally involves setting up a company at IFZA or in another free zone suitable for media activities.

A common mistake: Of the 34 French-speaking creators we have assisted since the reform, 21 initially thought that income paid by a French brand into a French bank account exempted them from the local licence requirement. This is not the case if the content is produced in the UAE. It is the place where the content is created that determines the obligation, not the origin of the payment.

The most frequent stumbling block: the absence of a commercial licence explicitly covering «electronic media» activities. In our cases, 9 out of 34 creators had to change the title of their existing licence before they could submit their NMA application.

Several tax-free zones are particularly well-suited to content creators. Dubai Media City concentrates an ecosystem of media professionals and facilitates networking with local agencies. Visit Meydan Freezone offers competitive packages for solo profiles. L’IFZA remains one of the most financially accessible options for getting started.

The absence of import-export duties in the free zone also simplifies logistics. For designers who regularly receive technical equipment or products from partner brands, international shipments of circulate without additional customs charges.

Distribution observed among our creative clients : Of the 34 creators we supported, 56 % chose IFZA for its cost/flexibility ratio (licence from AED 6,750), 26 % opted for Meydan Freezone for the speed of processing (licence issued in 48 hours on average), and 18 % preferred Dubai Media City for its proximity to agencies and production studios.

Mainland option and Freelance licence for local projects

The Mainland structure becomes relevant when your business involves direct contracts with government bodies or local businesses. Some Emirati institutions contractually require a local Mainland licence in order to sign an official partnership agreement.

The Freelance licence is the most financially accessible option for testing the market. It allows you to start a creative business without incurring significant initial costs, while offering a legal framework that complies with the requirements of the NMA.

The choice between these structures depends on several factors: your volume of contracts, your possible need to recruit staff, and your medium-term strategy. A freezone company in Dubai offers greater flexibility for development, while the Freelance licence is suitable for solo entrepreneurs who are just starting out.

What budget should you allow for your designer's licence?

Setting up business in Dubai as a content creator involves a initial investment that must be accurately quantified to avoid unpleasant surprises. Here is a breakdown of costs in 2026.

Details of licence and administrative costs

The overall budget for launching your business is between 5,000 and 10,000 euros, depending on the free zone chosen and the type of licence. This amount covers the registration of your structure, the application fees and the initial commercial licence.

A financial point that is often overlooked: the NMA Advertiser licence is free for the first three years for UAE citizens and residents who have registered before the deadline of 31 January 2026. Residence visa and Establishment Card fees

The cost of the licence and the visa are two separate items. The residence visa for Dubai is your official residence permit and is a prerequisite for all subsequent administrative procedures.

The Establishment Card is a document issued to your legal structure. It allows your company to’interact with the immigration authorities to sponsor employees or members of your family.

Compulsory health costs add to the initial budget. The medical tests required to obtain the Emirates ID and health insurance cost between AED 500 and AED 1,200, depending on the level of cover chosen.

Tax obligations and advertising compliance in the Emirates

Having the necessary authorisations is the first step. Complying with ongoing obligations in terms of taxation and advertising transparency is another, and controls have been significantly stepped up since 2025.

Rules of transparency and respect for cultural values

This status offers considerable administrative stability. It removes the need for biennial renewal and makes it easier to take subsequent steps, whether for property investment or family sponsorship.

The procedure involves submitting a detailed portfolio and obtaining a recommendation from the Ministry of Culture and Youth. This validation stage can take several weeks and requires rigorous preparation of the application.

Feedback : Clemenceau Group has helped 8 content creators obtain their Golden Visa since 2024. The average time between submitting a complete application and obtaining the visa is 6 weeks. The best-prepared applications are those that include a letter of recommendation from at least two international partner brands, a certified audience analysis and a portfolio structured by theme rather than chronologically.

Sponsorship procedure for family members

As the holder of a licence and a residence visa, you obtain sponsor status. This status allows you to sponsor your spouse and children to reside legally in the Emirates.

A number of documents are required to put together the sponsorship file: marriage and birth certificates officially translated into English and certified, proof of monthly income in line with the thresholds set by immigration, and a tenancy agreement in the sponsor's name.

Sponsorship can only begin once you have obtained your own Emirates ID, which means you must have passed your compulsory medical tests.
